Back on June 06 2016, the Liberian Registry announced the launching of the Electronic Oil Record Book (ε-ORB) in partnership with Prevention at Sea Ltd., a Cyprus-based maritime compliance technology company. It is, for all practical purposes, a software product designed to replace traditional oil record books (ORB) and to facilitate correct ORB entries into an efficient electronic format.
It is intended to address a variety of issues, including oil record books being reported missing on board, failure to document entries in the ORB of internal oily mixture, discrepancies between entry into the ORB and the actual capacity of the oily water separator, and falsification of log entries.
A press release provided further details about the Electronic Oil Record Book (ε-ORB) which has been created in accordance with MAROL requirements and certified by Lloyd’s Register under MEPC.1/Circ. 736/Rev. 2 guidelines.

The period from 01 Jan 2017 to 01 Jan 2018 was determined as a transitional period for the implementation of the use of ε-ORB on Liberian flagged vessels with only the Liberian Registry’s own ε-ORB being approved for use.
